Eurovignette: Parliament clashes with Commission

Sitting in plenary session in Strasbourg, the European Parliament adopted today the report (final version) by Luigi Cocilovo on charging for use of road infrastructure, amending the current "Eurovignette" Directive (1999/62/EC).

The text is broadly consistent with the report adopted by Parliament's Transport Committee on 17 March 2004, although with one significant alteration: MEPs adopted an amendment (by 308 votes to 208 with 10 abstentions), stipulating that Member States should be left to decide upon the allocation of toll revenues. This is diametrically at odds with the European Commission's proposal (COM(2003) 448 - COD(2003) 0175) that revenue from road charges must be used exclusively for the transport sector.
